看到很多 APP 客户端有设置限速功能，突然比较好奇，手机端 APP 包括 Android 和 IOS 系统下分别通过什么方法能达到 APP 内限速的目的（只是限制该 APP 上传下载的速度）呢。

我也没研究过。不过可以看看 curl 代码里面限速是怎么实现的。
