调整了两个会导致 CLIProxyAPI 里看到 400 和 429 错误的问题。

刚刚在我本地的 Claude Code 里用 coder persona 做了一个比较复杂的需求，然后同时观察本地 CLIProxyAPI 里的错误日志，然后修了相关的地方。
